Fisheries technology delivers results only when it is implemented where decisions are made: on vessels, at ports and within fisheries-management systems. As International Business Development at Zunibal, he helps governments, fishing companies and international organisations move from testing Electronic Monitoring, vessel tracking and fisheries data systems to running them as practical, everyday tools for compliance, traceability and sustainable management.
His work spans the full range of Electronic Monitoring implementation, from industrial fisheries to small-scale fleets, and from fleet-level deployments to national programme pilots. Among his recent examples are a small-scale Electronic Monitoring solution for Ecuador’s artisanal mahi-mahi fleet, developed with WWF and the Charles Darwin Foundation, and a strategic pilot with Ocean Outcomes contributing to Taiwan’s national EM policy discussions. These cases illustrate the breadth of a wider portfolio, rather than defining its limits. Zunibal’s vessel-tracking systems now operate on more than 6,000 vessels worldwide, supported by local teams in Ecuador, Taiwan and Vietnam and clients in more than 45 countries.
Before joining Zunibal, Carmelo built more than five years of experience in technology start-ups, including roles as founder, partner and operator in SaaS-based digitalisation projects. He brings that mindset to Electronic Monitoring, focusing on what makes technology viable and scalable in practice: reducing costs, consolidating data, automating workflows and turning complex information into better decisions.
His background also includes hands-on experience in sea bass aquaculture, where he helped reposition a large-size farmed product from a commodity category into a premium one, giving him a practical understanding of how technical quality becomes market value.
At SAFET, Carmelo welcomes conversations with governments, NGOs, fleets, seafood companies and implementation partners working to make Electronic Monitoring succeed at scale and in real operating conditions.
