Mr. Gerwin P. Guba has more than 20 years of service with the Department of Science and Technology – Advanced Science and Technology Institute. He specializes in the end-to-end design and development of electronic hardware products, particularly in the fields of the Internet of Things (IoT), sensor networks, mechatronics, and embedded systems.
In 2012, he served as component lead for the distribution of hydrometeorological devices in disaster-prone areas of the Philippines under the Hydromet Project of Project NOAH (Nationwide Operational Assessment of Hazards), one of the Philippine government’s flagship disaster risk reduction and management programs at the time. The initiative supported the development and installation of a large network of automated rain gauges and water-level monitoring stations across major river basins and flood-prone regions, strengthening national capacity for hazard monitoring and early warning. Some of these automated monitoring stations continue to be commercialized and sustained through licensing partnerships with the private sector under the MASID and PhilSensors brands.
He was among the pioneer engineers sent to Japan to develop Diwata-1, the Philippines’ first microsatellite, under the PHL-MICROSAT program beginning in 2015. He later served as Technical Lead for the bus development of Diwata-2, which was successfully launched into space on October 29, 2018. In recognition of these contributions, he was honored as part of ASTROS (Advanced Space Technology, Research, Operations, and Services) with the 2019 Presidential Lingkod Bayan Award for Outstanding Government Workers, conferred by former President Rodrigo Roa Duterte at Malacañan Palace on September 10, 2019.
He currently leads the Embedded Systems Group, spearheading the design of next-generation smart buoys and autonomous surface vessels. Under his leadership, the group is developing AI-enabled systems for autonomous water quality monitoring, leveraging his expertise in modular system architecture to track environmental health in challenging aquatic conditions.
