H.E. Hong Hy is Advisor to the Ministry of Agriculture, Forestry and Fisheries (MAFF) of Cambodia. He provides high-level strategic guidance on fisheries policy, governance, and institutional development, supporting national efforts to strengthen sustainable fisheries management and enhance compliance with international fisheries commitments.
With extensive experience in fisheries administration and policy formulation, H.E. Hong Hy has played an important role in promoting inter-agency coordination and stakeholder engagement to address emerging challenges in the fisheries sector. He has been a strong advocate for strengthening national preparedness for the implementation of the Port State Measures Agreement (PSMA), supporting initiatives to build institutional capacity and establish the necessary frameworks for future implementation.
At the SAFET event, H.E. Hong Hy will share Cambodia's policy perspectives on fisheries governance, regional cooperation, and the importance of strengthening national capacities to support effective implementation of international fisheries measures in Southeast Asia.
