DR. PHUNG DUC TIEN

Dr. Phung Duc Tien is a distinguished Vietnamese public servant, scientist, and agricultural policy expert with a career spanning more than three decades in research, public administration, science and technology, and agricultural development.
He served as Vice Minister of the Ministry of Agriculture and Environment from March 2025 to April 2026, following many years as Vice Minister of the Ministry of Agriculture and Rural Development. He officially retired from government service in May 2026. He holds a Doctorate in Animal Science and began his career as a researcher at the Vietnam National Institute of Animal Sciences. His career subsequently included senior leadership positions in scientific institutions, the National Assembly, and the Ministry of Agriculture.
Following his retirement, Mr. Phùng Đức Tiến continues to devote his expertise and experience to Vietnam’s fisheries sector as Vice President of the Vietnam Fisheries Society (VinaFiS), and had just been elected as VinaFIS President on August 20th 2026. In this capacity, he contributes to the development of sustainable fisheries, scientific and technological innovation, industry cooperation, and international partnerships. He also plays an active role in connecting government, academia, businesses, fishing communities, and international stakeholders to promote the long-term development of Vietnam’s fisheries sector.

March 2025 – August 2026: Vice President – Vietnam Fisheries Society
August 2026: President – Vietnam Fisheries Society
