Roy C. Ortega serves as Chief Fishing Regulations Officer and Head of the Fisheries Resources Management Division (FRMD) of the Department of Agriculture–Bureau of Fisheries and Aquatic Resources (DA-BFAR). He leads the Division in coordinating national programs, supporting policy development, and advancing continuing professional development in fisheries resource management, aquatic habitat conservation, fishery law enforcement, and the social-institutional dimensions of fisheries governance.
He has led and contributed to a wide range of initiatives, including United Nations Food and Agriculture Organization technical cooperation projects, corporate social responsibility-supported coastal livelihood programs, and applied aquaculture research undertaken in partnership with industry and academic institutions.
He also plays an active role in DA-BFAR’s bilateral and multilateral engagements including advancing fisheries agenda in national coordination platforms on maritime concerns. Mr. Ortega also plays an active role in DA-BFAR’s bilateral and multilateral engagements and contributes to advancing national fisheries priorities through national inter-agency coordination platforms on maritime security, governance, ocean sciences and blue economy.
