Program Officer, Builders Vision
Dr. Xiao Recio-Blanco is a Program Officer, Oceans at Builders Vision Philanthropy. In this role, he focuses on helping scale technologies that support both the environment and the people who depend on it. BV’s grantmaking strategy addresses “profitability innovation” because we believe economic viability is the primary driver for lasting change. For emerging technologies to achieve widespread adoption, they must deliver clear financial and operational value to the fishers and communities using them. In his work, he prioritizes solutions that bridge the gap between conservation goals and industry prosperity. Xiao holds a J.D. from Complutense University of Madrid and an S.J.D. from Duke School of Law.
