Helen “Kim” Reyes, is the Managing Director of Hublag Microfinance Foundation, a development finance institution based in Roxas City, Capiz that supports non-bankable micro-entrepreneurs, small farmers, and community-based enterprises across Western Visayas. With over three decades of experience in development financing, she brings a practical perspective on how inclusive finance can strengthen livelihoods and expand economic opportunities in coastal and agricultural communities.
Under her leadership, Hublag combines access to credit with capacity-building, enterprise support, and market linkage initiatives. Her work has included support for people’s organizations and value-chain development efforts, including initiatives connected to oyster, mussel, and seaweed aquaculture farmers in Capiz and Iloilo. For SAFET 2026, she brings grounded experience on how finance, partnerships, and community-based enterprise support can help translate innovation into resilient livelihoods for coastal communities. Hublag has been granted funding through COAST Facility Philippines to implement and launch Panay L.I.N.K., an initiative supporting nature-positive coastal livelihoods, inclusive market access, and financing pathways for fisherfolk and aquaculture communities in Panay Island.
