Gregg Casad is the Monitoring, Control, and Surveillance Advisor for Skylight, where he works with governments and conservation partners to strengthen maritime domain awareness and enforcement through AI-enabled vessel monitoring and risk analysis. He focuses on translating satellite-derived intelligence into operational outcomes, improving targeting, efficiency, and decision-making for frontline enforcement agencies.
He is also the Managing Director of Exulans, a consulting firm advancing marine conservation and maritime enforcement across four continents, with partners including Global Fishing Watch, The Nature Conservancy, WildAid, and UN agencies. His work sits at the intersection of maritime security, environmental governance, and economic stability, supporting efforts to counter illegal, unreported, and unregulated fishing.
Gregg has supported multi-agency enforcement operations and capacity-building initiatives in more than 15 countries, helping strengthen deterrence, compliance, and institutional coordination. His work emphasizes integrating emerging technologies into existing governance frameworks to deliver sustainable, enforceable outcomes.
He holds a degree from the U.S. Coast Guard Academy and a Master’s in Marine Policy from the University of Washington, and previously served 20 years in the U.S. Coast Guard in operational and leadership roles focused on maritime law enforcement.
