Leakhena Chin

Deputy Director, Cambodia General Directorate of Fisheries

Dr. Chin Leakhena is Departmental Deputy Director at the General Directorate of Fisheries (GDF), Ministry of Agriculture, Forestry and Fisheries of Cambodia. She has extensive experience in fisheries governance, legal and policy frameworks, fisheries management, and international cooperation, supporting national and regional efforts to promote sustainable fisheries and combat illegal, unreported, and unregulated (IUU) fishing.
Dr. Leakhena is actively involved in Cambodia's efforts to strengthen readiness for the implementation of the Port State Measures Agreement (PSMA). She collaborates with OceanMind and other international partners to enhance institutional capacity, monitoring systems, and the use of innovative technologies that support effective fisheries compliance and enforcement. While Cambodia has not yet received foreign fishing vessels requesting port entry for the landing or transshipment of fishery products, the country is proactively developing the necessary legal, administrative, and operational frameworks to ensure effective PSMA implementation in the future.
She holds a Master’s degree in Aquatic Resources Management and a Doctor of Science degree in Earth and Environmental Science. At the SAFET event, Dr. Leakhena will share Cambodia's experience in building national preparedness for PSMA implementation and strengthening regional cooperation to combat IUU fishing in Southeast Asia.
