Glenn Padro

Mr. Glenn Padro has been with the Bureau for more than 20 years and currently leads the Fisheries Management Regulatory and Enforcement Division of Region 12. His responsibilities include fishery law enforcement, fisheries inspection, and other key regulatory functions. He has led the implementation of port state measures since the General Santos Fishing Port Complex was designated as one of the country’s ports of entry for foreign-flagged fishing vessels under the PSMA.
He currently serves as the Philippines’ focal point for the PSMA Global Information Exchange System. Glenn has also been a consistent member of the Philippine delegation to meetings of the Western and Central Pacific Fisheries Commission and the Food and Agriculture Organization on the PSMA. In recognition of his leadership and commitment to public service, he was selected to participate in the U.S. Embassy’s International Visitor Leadership Program in 2019. In addition to being part of the Bureau’s national pool of trainers for fishery law enforcement since 2009, Glenn has received extensive domestic and international training in fishery law enforcement, including the 2015 Fisheries Crime Investigation training by INTERPOL, the Marine Crime Scene Investigation training by INL, and the 2018 PSMA Inspectors’ Training by NOAA. He holds a Bachelor of Science in Marine Biology from Mindanao State University–Iligan Institute of Technology and is currently completing two graduate programs: a Master in Sustainable Development Studies and a Master in Public Administration.
