With over two decades of dedicated public service, Rory has built extensive expertise in economic development policy and management, with a strong focus on rural and regional development. His expertise covers agriculture, fisheries, agrarian reform, climate change, and environment and natural resources management. He holds a Master of Arts in International Development from Nagoya University, Japan, and a Bachelor of Science in Agricultural Engineering from the University of the Philippines Los Baños. He is also a Licensed Professional Agricultural Engineer.
Rory began his career in 2005 as a Statistician at the Bureau of Agricultural Statistics and later joined the former National Economic and Development Authority (now DEPDev), where he advanced from entry-level specialist to his present leadership role. Over the years, he has led initiatives in national development planning, policy review, project appraisal, and public investment programming—contributing significantly to the Philippine Development Plan, the Public Investment Program, and the approval of ODA-assisted projects. He has also authored and co-authored key policy research on agriculture and rural development, shaping strategies for sustainable and inclusive growth.
